Which Brands Actually Buy Ocean-Bound Plastic, and What Buyers Can Learn

Ocean-bound plastic has moved from pilot projects into published corporate supply chains, mostly in electronics and packaging rather than textiles. The programmes that disclose details share three habits worth copying: a defined collection radius, named polymer types, and percentages small enough to be true.
Which brands publish a real ocean-bound plastic programme?
Two are unusually specific in what they put in writing. One large PC and printing manufacturer, commonly known as HP, announced a notebook whose speaker enclosure component is made with 50 percent post-consumer recycled plastic including 5 percent ocean-bound plastics, with material sourced from Haiti.1 A second, commonly known as Dell, publishes the collection rule behind its own supply chain: collection points are within 50 kilometers (about 31 miles) of beaches, waterways and riversides.2
Both companies belong to a cross-industry coalition whose published members include those two alongside furniture, peripherals and card manufacturers, and which reports having collectively diverted 20,479 metric tonnes of plastic, described as over 80% of a goal of diverting 25,000 metric tonnes.3

What does the 50 km collection rule tell a buyer?
It tells you the claim has a boundary. Material collected within roughly 50 km of a shoreline in an area without functioning waste management is on a plausible path to the sea; material collected in a city with kerbside collection is not, however coastal that city is. A programme that publishes its radius has decided in advance what it will and will not count.
The same rule is why an ocean-bound plastic claim and an ocean plastic claim are not interchangeable. Ocean-bound material is intercepted on land before it reaches water. Marine debris has already been in the sea, and arrives degraded by ultraviolet light and salt.
If a supplier cannot tell you which of the two they are offering, they have not read their own certificate. That is a five-minute conversation that saves a lot of downstream rewriting of your product copy.
Why are the recycled percentages so small?
Because they are honest. Five percent ocean-bound content in one enclosure component is a modest number, and it is stated at component level rather than product level.1 That precision is the point: it is a number an auditor can follow back to a bill of materials.
Collected coastal waste is mixed, contaminated and variable. Sorting, washing and reprocessing it costs more per kilo than reprocessing clean industrial scrap, and yields less usable polymer. Any claim of a very high ocean-bound content in a large moulded part deserves a question about how the mass balance was calculated.
The lesson for a materials buyer is to write specifications the same way: name the component, name the percentage, and keep the percentage defensible rather than impressive.
Which polymers are actually available?
The published coalition supply chain lists Nylon 6 and 66, PET, HDPE and PP plastics from its recycled ocean-bound plastic suppliers.2 Two of those matter directly for textile buyers.
PET is the input for recycled polyester, so collected bottles can in principle become fibre rather than mouldings. Nylon 6 is the input for regenerated nylon used in webbing, linings and technical outerwear. HDPE and PP are far more likely to end up as rigid parts or packaging than as yarn.
So when a supplier offers ocean-bound content in a woven fabric, the plausible route is PET bottle flake into filament. Ask which of those polymers the certificate covers, because a certificate written for rigid packaging does not automatically follow the material into a spinning mill.
How do you check a supplier’s ocean-bound claim?
Four checks, in order of how quickly they expose a weak claim:
- Definition. Ocean-bound or recovered from water? Get it in writing.
- Radius and geography. Where was it collected, and under what rule?
- Chain of custody. Ask for the certificate that covers the trading and processing steps, not only the collection step. A break anywhere in that chain removes your right to make the claim downstream.
- Scope of the number. Which component, which percentage, calculated how.

Are these brand programmes about textiles?
Mostly not. The best-documented ocean-bound plastic programmes today sit in electronics enclosures and packaging. The transferable parts for textile buyers are the collection rule, the polymer list and the way percentages are scoped.
Does ocean-bound plastic mean plastic taken out of the sea?
No. It is waste collected on land before it reaches the water, typically within about 50 km of a shoreline in areas without functioning waste management. Material recovered from open water is marine debris and behaves differently in reprocessing.
Can ocean-bound plastic become fabric?
PET collected as bottles can be reprocessed into polyester filament, and nylon 6 can be regenerated. HDPE and PP, which make up a large share of collected coastal waste, are far more likely to become rigid parts than yarn.
What breaks an ocean-bound plastic claim?
A gap in the chain of custody. If a trading or processing step in the chain is not covered by a valid certificate, the claim cannot be carried through to the finished product, whatever the collection story on the front page says.
